Alot of times, government officials' budgets aren't actually undergoing drastic reductions; rather, they will simply see noticeably smaller increases than promised -- instead of 5% expansion, maybe only 3% will be given out.
Alot of government policies are classified as "entitlements," meaning that those who apply for and maintain eligibility, are legally entitled to receive money, regardless of the federal cost. These government money programs include Medicaid, federal employee and military retirement plans, , agricultural price support and hundreds of others.
With regards to federal programs that are in danger of facing reduced funding increases, middle ground is still typically available. Program managers will do everything they can to trim down extra expenses without radically interrupting services available. "They'll sensibly eliminate overhead expenses well ahead of shrinking the amount of money they handout," Matthew Lesko insists, "during past funding reductions, I've seen departments cancel their toll free number for savings."
